William Torres Tópaga has thirty years of experience in the practice of criminal law. He specializes in criminal law and criminology, criminal procedural law, financial law, and holds a master's degree in criminal and criminological sciences and is a doctoral candidate in law.

He has been a professor of general and special criminal law, a professor of the specialization in criminal procedural law at the Colegio Mayor de Nuestra Señora del Rosario University, and a professor of disciplinary law at the Institute of Disciplinary Studies of the Attorney General's Office. He is currently an Associate Judge of the Criminal Chamber of the Honorable Supreme Court of Justice.

He is the author of several works related to his specialty, and has participated as a speaker in important forums and seminars.

He is a professor at the Universidad del Rosario and a professor of Criminal Law at the Universidad Externado de Colombia and the Pontificia Universidad Javeriana.

He has been Academic Coordinator of the Accusatory System of the Ombudsman's Office.
